Establishment of a Co-operation Network of Passive House Promoters (PASS-NET)

The background of this project is to save energy by building new passive houses, respectively by reconstructing old buildings in passive house standard. This saving potential will - in times of high energy prices - have positive effects for the end consumer. Furthermore some industries in the construction sector will boost their production of energy-efficient technology. As there are saving potentials in heat demand of around 80 % in new buildings and even more in retrofitted buildings, the aims are to get closer to the Kyoto-targets as well as to encourage the idea of sustainability. On the websites of IG Passivhaus Austria (www.igpassivhaus.at) or the Passivhaus Institut in Darmstadt, Germany (www.passiv.de) can be found detailed information about the passive house standard.
Project target is to spread the passive house standard in Europe, especially in the new EU member states. To reach that target, a network of expert organisations under the management of ÖGUT has been established. Participating project partners come from Belgium, Germany, Great Britain, Croatia, Austria, Romania, Slovak Republic, Slovenia, Sweden and the Czech Republic.
Due to the high energy- and CO2-saving potential of the passive house standard and the fact, that there are different levels of diffusion concerning this technology in Europe, the central targets of this project are to provide measures to raise awareness among relevant stakeholder groups (public authorities, construction industry and end consumers) and to prepare professional training programmes. Also, a European wide passive house database showing best practice buildings will be developed.
As some countries (e.g. Germany, Sweden, Austria) are more experienced and have many examples of buildings in passive house standard, the point is now to build up co-operations to strengthen the exchange and the transfer of know-how between the participanting countries and to encourage further initiatives.
Results / Next Steps
The Kick-off meeting has taken place in February 2008 in Großschönau, where the first passive house village has been established. Here, especially the project partners who haven’thad the chance to stay in a passive house yet, had the possibility for test-living in one of the passive houses in Grossschönau. (www.probewohnen.at).
