OGUT subject area “Energy Contracting”

Energy-contracting is a term for contractually agreed models for the provision of energy services. These range from energy provision to comprehensive measures to save energy.

The contract is settled between an owner of a building or a construction and an external service provider (contractor).

Energy-contracting can basically be divided into two forms:

  • Savings-contracting: measures are set that aim at improving the energy efficiency of a building or a construction. The savings serve as basis for refinancing the costs of these measures.
  • Constructions-contracting: an efficient provision of energy is at the centre of interest;
    In both cases a third person is involved who invests in energy saving measures or energy constructions and who plans, finances and implements or operates them. The difference between both versions is:
  • the form of remuneration;
  • the scope of implemented measures, and
  • the manner of contractual guarantees on the contractor’s side.

Contracting should become common practice for public authorities and private persons. OGUT aims at creating the pre-conditions therefor. Hence, OGUT plays a part in improving the framework conditions of the following areas:

  • Supply of information for potential clients of contracting projects and contractors;
  • Presentation of best practice models; 
  • Market transparency;
  • Quality management;
  • Legal basis for tenders, contracting-contracts and financing models.
    In order to achieve these goals, OGUT emphasises on a wide range of different incentives. The main fields of activity are:
  • Realisation of research projects; 
  • Allocation of information, hints and devices for application as well as exemplary, implemented projects (leaflets, website www.contracting-portal.at, project descriptions, checklists...);
  • Speeches about energy-contracting;
  • Coordinating duties for the umbrella organisation Savings-Contracting Austria (DECA);
  • Promotion of the exchange of information and experiences between contractors, energy consultancies and agencies, financial institutions and jurist consultants.

Current projects

OGUT-Contracting-Brochure, revised edition, May 2009

The 3rd edition of the Contracting-Brooch within ten years had been released. It offers basic knowledge and ten years of experience for customers, providers and other interested persons.

klima:aktiv holzwärme

In this klima:aktiv programme OGUT is responsible for drawing up the necessary documents (sample tender documents and contracts) for firms and housing-estate corporations that decide to use contracting for a biomass space heating system. (Details only in German)

Innovative energy services for commerce and industry

Systematic reduction of greenhouse gas emissions in industry and commerce by means of energy services geared to market requirements – research projects to develop energy service models further with respect to overall energy efficiency and the use of renewable sources of energy (within the Austrian Ministry of Transport, Innovation and Technology’s project “Energiesysteme der Zukunft” – energy systems for tomorrow). Umbrella association of performance contractors

In June 2005 this association was launched, with the aim of improving conditions for contracting. The founding members are the best-known contracting firms in Austria. OEGUT acts as the association’s office. (Details only in German)
